Unfortunately, yes. The mines are the same price for both type of armies.

Main problem is, Mines gives a much bigger boost to Hocotatians. They can recover their costs much faster since resources cost more for them.

When I first set the prices, I was actually worried about handicapping Hocotatians too much. >_>
Of course, it's quite changeable; in fact, for once I'm going to use my authority on this one and mess with the prices without a poll. When I'm done, though, I'll take suggestions as to whether they should be raised/lowered.
P.S. Use the Questions board next time.
