If i were to research ammo or something, could I come back and research it more without changing it?

yep. If you mean doing this for example:

Bob makes some tank ammo:
75mm armor piercing tank rounds(30 days): basic tank rounds that can pierce heavy armor.
Then Bob later decides that he wants the ammo to also combat troops, so he puts in his projects:
Upgrade 75mm armor piercing tank rounds to 75mm armor piercing explosive tank rounds (30 days)
Some research time WILL go into making it less powerful than reasearching it in one go, but now Bob has powerful anti tank and anti heavy infantry rounds.

No, I mean like I researched bomb-rocks for 20 days, then after they're done reseach them for another 20 days without altering them in any way, so as to increase their power without changing the design

you can probably do that, but like I said, it will be for maybe 30-35 days worth of power for 40 days of research.

Why is it less though? I'm not editing it or anything, I'm just re-researching it to add to its total days of research.

to counterbalance the fact that your doing it in two seperate projects as opposed to one long project.

Yeah, as he said, you can finish a project and then upgrade it later, but the result is not quite as good as if you had done it all at once. The point is just to keep people from making everything 1 day at a time, and then putting a hundred 1-day upgrades on it. Don't hesitate to upgrade things if you have a good idea or just want them to be better.
