Is it O.K. if you PM allies with battle plans when your joint-assaulting and stuff like that, or do you still have to post them in mail. (I know plans are PMable, but im not sure if you can do things like: "Hey, wanna attack ______?")

I don't think so because it's not OOG. It's just secure between you and an ally and you don't know how the target would react to an attack unless you have attack before. If it was "Hey let's attack Joe Shmoe because of his AA." and you havn't attack before that would be a violation.

Yeah, but keep in mind that you have to spend time heading to the enemy base; as long as you meet up at least once, you'd be able to synchronize your plans without mail. If you were attacking from completely different flanks, then yeah, you'd need to communicate via messages.

I've done it for years. Definitely not an issue.
Shipping resources, assets, etc must be done in posts. Plans do not.
