Any particular reason you have 4 project slots and 4 extra petals on daily income? or did I miss something somewhere?

There was a petal boost for having your army near a large body of water, but I think we should get rid of it, personally.
The 4th project slot is probably there because of the management center in production. I think the LEGS tech is a bit overpowered, unless you do an upgrade for each ship with LEGS tech to go on land.

Alright, just remember they won't work as well on land as in sea. Physical damage to boats will do more damage than it would for a tank, unless it's heavily armored, which would make it worse in sea.
Approved.

I'm well aware of the risk. However it can be a big win of I pull it off.
Maybe in later models I'll add a Staneless steel strip for protection there.

I think it should also have to move very slowly, or else have highly reduced armor.

Why highly reduced armor? Small boats need light armor so they aren't heavy. Some special troops such as Cannon Beetle Larva could probably destroy them fairly easily.

because:
1) the legs would most likely act as dead weight, requiring the boat to be lighter, and
2) if they weren't heavy then they probably couldn't support a heavy boat.

1. They could be made of a lighter material.
2. Why would they have to be heavy to lift a heavy boat? They could be made of a stronger material so they won't break or such.
If need, we can just ask LovethePikmin to clarify how they would work. He could simply use wheels.

but the thing with boats is that they're boats, they're not supposed to be hybrids, but i can see maybe very short distance then (like they can spend about 20 minutes in combat while out of the water...

I think he intends to use LEGS tech to get them where they otherwise couldn't reach, but like you said, the downside is the fact they're boats. The same weapons that they would use in a navel fight would do poorly on a battlefield, and boats aren't meant to take physical beatings.
But if you think he should scrap the LEGS tech, you can make a topic in the God-mod board to discuss this.

Well, the boats will obviously need at least four legs to walk and have relatively poor balance otherwise, and would probably be pretty slow. However, the legs will probably be thick due to having to support a boat.
It could be the fact that mechanical legs will have a hard time crossing sand, but I personally don't see a problem.

They will have 6 legs and yes there wil be research for faster speed on land.
