Even if Pikmin Wars wasn't dead, allies can hardly ever help on the defense. Unless you're right next door to each other, it's not ging to happen. I'm modding a battle in Nintendo Wars, so I can't mod this. Sorry.

Also who send the plans first? The attacker or the attacked?

It depends on your defenses(natural and made) and the attacker's method of travel. If you had something like a Watchtower, you could see my army coming and be prepared. But if I attacked with something like Shearwigs you could only be warned by White Pikmin.
In this case, I'll be walking to your base. I might get to send in plans first and do some damage while you're army is making plans, but it shouldn't be long.
Of course, I'm only guessing this from the achieved battles I've read, so I could be completely wrong.
Also, I wouldn't really consider the game dead. It's just that nobody's updating.

First of all, battles in Pikmin Wars are much less epic. There's usually only one update. And if no one's updating, that pretty much makes the game dead.

2000 red pikmin 2000 yellow pikmin (regular) 2000 blue pikmin (regular) 2000 purple pikmin 2000 white pikmin 2200 orange pikmin 2000 brown pikmin 2000 cyan pikmin total:16600
defenses: 2 poison cloud jets located on the southern wall and face to the north firing poison
low security wall segment (iron) steel plated SAM luncher
Quad torpedo luncher (steel)
2 med. tanks (soon will be steel plated) (iron)
large bomb rock tank (iron)
med pikbot (steel)
3 steel plated Destroyers (iron and steel) 1 Battleship (iron)
2 heavy bombers (loaded with both 250lb bombs and bomb rocks) (aluminum)
General land set up: There are only two ways to get in. By sea from the north or by land from the east. A wall segment extends from the wall that is near the site of Olimar. on that wall facing north are two poison cloud jets.
Plans: On The Sea: Three steel plated Destroyers will escort an Iron battleship. The battleship will bombard the oncoming force far away with continuous shell fire. Under the water the 200 blue pikmin of the Aqua solder program with their swords will jump in when solders attack the ships. If the enemy gets too close the destroyers will fire shells at them as well. The ships will also keep the skies clear of any air strike. To assist possible under water attacks the Quad torpedo luncher will scan the waters constantly.
On land:
A large bomb rock tanks will act as mobile heavy artillery as it bombards the enemy with bomb rocks. That will be escorted by two med. tanks. They will make sure that the bomb rock tank is safe. In the thick clouds of poison 2000 white pikmin wait to attack and survivors of the poison and incoming underground forces. 2000 brown pikmin will assist the white pikmin by going under ground and find the hidden underground force and attack them there. If they try to jump the wall 2000 purple pikmin and the yellow pikmin of the grass hopper program will climb over and destroy the possible force. On the main battle field 2000 red, yellow, blue, and cyan pikmin (each) will engage the enemy head on from the north the red pikmin will go first then the yellow and then blue and cyan pikmin. This force will be protected by the med tanks and an experimental weapon of mine. A med. pikbot will fire its pulse guns and lazier at the enemy as they meet up with the incoming force. The orange pikmin will come every now and then to repairer the stuff. A SAM luncher will keep the skies over the battle field clear.
In The Air:
Two heavy bombers will make continuous bombing runs. They will be loaded with both 250lb bombs and bomb rocks. They will alternate to the situation for the best outcome.
