Pretty much. Rather than have everyone send in one set of plans and have a big update telling what went on in the whole battle, each person will send a small bit of plans, like a paragraph or something. Then, a small chunk of the battle will be written, like a paragraph or two. Each army involved will then send in some more plans; this means that if all three members are online, battles can be finished in an hour and both sides involved have much greater control over their units. Obviously, surprise will play a factor--Such as preventing the ambushed side from sending in plans the first mini update--But I think the noticeable advantages outweigh the generally minor disadvantages (My opinion, somebody else might have a problem with it).
At the very least, we should try it for a couple battles to see how it works.

It sounds fine- in fact, I think I will like this way more than the older, "single plan" version. Will we have some kind of vote to see which system is preferred before the new version of Wars comes up?

Maybe. Seems like the best way to do it would simply be to have the first few battles be done with this system, and if it works, we can implement it; if not, we'll just go back to the normal way.
This way will probably take more skill to be good at, though, since it has more emphasis on tactics and reaction.

Don't stress out about battles; obviously, it's disappointing if you lose, but if something goes way wrong that shouldn't, such as a moderator making a mistake, you can make some formal complaints and get it dealt with.
