I would like to know what the uses for War and Scouting are...
Are wars meant to be used to steal others' resources? Just plain destroy the opposing team?

Scouting is so that you know where the other armies are. Wars can be made for any number of reasons, Muffin Man's army will probably attack someone as revenge for some form of sensless killing, I'd attack someone to kidnap some of their troops, and Bulbmin would probably attack someone else for their resources.

From a purely mechanical, advantage-based perspective, yes, wars are mainly to get resources. Or, if somebody has attacked you, maybe to get rid of him/hurt his economy or forces.

Just think why you would get in a fight in real life, and that's the reason we have wars. Revenge, mugging, for fun (Wait, no.), and settling arguments.
