Unless of course someone is willing to rent them out in the Trade section, but even then, they wouldn't be allowed to sell them permanently.

Actually, Joe, I'm pretty sure that the opposite was agreed. You could sell troops permanently, but not rent them out.
This was a really long time ago, though, so I'm not sure if it still applies. Best ask Water Dumple to be sure.

Oh, one more question totally off topic. Each base has their own petal gain, correct? Then do the petals stay at each base, or do they all go into one big thing?

I think each base has it's own petal storage, since the other way wouldn't make much sense.
If we can by and sell troops, my new army's going to start up a slave trade shop.

Every new base starts with the basic buildings, so the Petals would go in those buildings.

Bulbmin is right. You can give them to another army permanently, but renting isn't allowed--Only paying somebody a bunch of money to attack an army themselves. The reason is that if somebody was offering his troops for hire for a very low price, it would not only be easy to exploit said player but would also give whoever rented them a big advantage.
Oh, and as was already mentioned, each base has its own Petal count and gain. Petal Gathering Centers need to be bought for each base, too.

Really? That's illogical, since if I buy a new Petal Gathering center in my second base, it is much cheaper than buying a second center in my first base. How about we lower the prices a bit and make the upper limit 5?

Sure, but then your first base will be weaker because of it. The low first price is there to allow new bases to get going quickly; if you want a faster gain, you'll have to save for it. Same for every base. I don't think you're looking at these bases as being self-sufficient communities, and that's what they're supposed to imitate.

It's still an advantage to have two at both base. So, even if it's cheaper to have two PGC at separate bases, it's even better to have four PGC at both bases.
