The rules for no-resource factories say they produce things at strength 3, since this is the strength of Iron, the "standard" building material. However, this rule still applies to aircraft factories of this type. The standard material for aircraft is Aluminium, which is only strength 2. So I suggest we change the rules slightly so that no-resource aircraft factories produce aircraft at strength 2 rather than strength 3, so it makes more sense.

That's a good point. It's important to note, of course, that aluminum, the standard aircraft material, is cheaper than iron. However, i still agree with you, as this factory allows for a production of stronger than average aircraft.
