How exactly does it work? Do we just announce were using it and then someone makes casualties?

I guess it could work that way, but the general purpose is to use one directly before an attack to soften an enemy up. Also, because they need something quite specific to avoid (And because of what happened in the first version of SMKW), they generally aren't very powerful.
I wish Hachi was here so he could give some resounding piece of insightful logic to cement whatever the truth is. He hasn't been on in five days...

I've been here, just with more school work to deal with around this time.
Hmm, something insightful? Well, we can think about such base to base weapon as dependent on how strong their ammo is. A 100 day missile might sound powerful, but that would only make it as strong as about 3 normal war machine.
Maybe 1,000 troops may be killed or a building lost at best. It's main advantage is that its hard to avoid without good preparation.
