You've probably noticed, but ships have no way of leaving their bases because water doesn't stretch into other areas. Thus, they're relatively useless unless on defense. So, I suggest that there be little rivers and lakes near bases, so ships can be built in areas without water, and ships can be used to actually attack. I just noticed how reliant Doomship's army is on ships, and it'll be pretty disappointing if he can't do much with them because nobody else ever makes ships to sink or has a base that can be attacked with ships because no bases next to water connect to other areas of water. Awkward sentence, yes, but do you see my point? I'm moving my whole base over next to water just so I can have a Navy, but I doubt it'll do much unless this is passed.

It shouldn't take a massive organic, gelatinous creature just to get your ships around. How would submarines work like that? And Hocotatians wouldn't be able to do that. They need to be able to access areas by water.

I think if you want to make ships, that's fine. But you shouldn't force naval battles on people who aren't next to water. I mean, some of them might have picked those areas so they don't have to worry about an attack from the sea. I think Doomship has a good idea with those Assault Cruisers (I think those are the ones) that can put treads down and rive up onto land. That way the boats aren't useless when attacking a land-based foe.
Basically, if boat don't have a strategic value... Don't make them.

Obviously, they wouldn't be in places like the Libra's location or the Whispy Willows; but as-is, we have an entire machine type that is nearly useless. And making a fleet of tank-ships is rather strange and unorthodox--It shouldn't be necessary to do things like that to make use of a Navy. And there are ways to deal with an oceanic attack; make other ships to counter them, for one, which can also be used as a method of attack, or make defenses built to sink ships, like Naval Guns.

Boats can be consider stronger then similar day war machines to make up for their limited use perhaps, but many bases have been picked to block naval attacks. That way, they would specialize in other form of defense/offense. EDIT: And don't worry about your rhetorical arguments. It's impossible to have all the facts all the time. Maybe you'll surprise us with some new reasoning.
