Hoctaitains are far to weak now. Lets look at this
Troops Wildife:50,000 ordinarys 5,000 Specials Total 100,000 Ordinary total
Hoctaitian 75,000 Ordinarys Total
Hoctatians 25,000 ordinary disadvantage
Supers and spaceships (Maxed out)
Wildlife 5 (400 day) Supers
Hoctatians 2 (200) day Space ships
Wildlife (1600 day advantage)
War machines Hoctatians are somwhat more powerful here HOWEVER not nearlt a 1600 day advantage.
Petals Hoctatians have a advantage (No progect paying) but it is easly offset. Our ritchest player is not Hoctatian but wildlife.
Projects Wildlife has to pay a petal a day. With 2 PCGs this is bearly anything. Remeber the old wars. We never had trouble paying for progects did we? Fine we could ge 5 extra petals a day but that isn't much.

Yes, your information is correct, but I think your analysis is off.
1. Troop limit should barely matter. It would take 3 months for a Hocotatian to reach their limit. There shouldn't be a reason you haven't been involved for 3 months.
2. Hocotatian has an advantage in machine strength plus they have more advance technology available like lasers, shields, and invisibility. Also, they are allowed two more factories then Wildlife.
3. Our richest player is Wildlife because Norbertk went out and attacked people for Petals. He also invested his money in mines.

yep, Hachi just summed it up, I don't care if someone sends in 5000 troops, if you have 5 lazer tanks, the wildlife troops are in some serious trouble

One of the biggest problems is that folks aren't using Hocotatians to their full potential and using their high war machine power wisely. People just aren't making many machines and defenses in this version, and thus it is quite easy to sack a base. I aim to show what Hocotatians can do, and thereby let us see if they're fair or if there is an unbalance somewhere.

Actually, if I have to say so myself, I'm the richest player. 1,100+ petals, 2 petal gathering centers, and an aluminum mine.

My Assault Artillery did pretty well in that last battle too.

That is one great thing about mines, you can't steal them. So attacking Norbertk won't get much since his money is in buildings.

Yeah, you could destroy them, but they're not really something you can sneak away with.
"Harrrrr! I'm stealing your mine!"
"...What."

A little off topic, but can you conquer a base? You're only suppose to have one base, but if you can conquer a base just to sell off it's building, that shouldn't be a problem, right?

Well...sort of. You could take all the resources and stuff inside, or if you have a deconstructor you could convert surviving buildings to resources.

I think Hocotatians are fine, personally. Besides, YM, you should consider yourself lucky. At least you have a chance of being able to build the closest Hocos get to Supers, Spaceships - it's likely I won't ever be able to.
Anyway, you're forgetting Hocos get 2 extra factories, which adds up to a pretty big advantage over time.
